Grünerløkka is the district in Oslo with the most changing tables we know of, and that follows from the density of cafés: the places that have thought about guests arriving with a pram are close together here. Tøyen and Vulkan push the number higher still.
One practical note: Mathallen at Vulkan is worth remembering on a bad-weather day, since it gets you indoors to several places to eat at once. The district also stretches up to Carl Berner and Hasle, which are far calmer than Thorvald Meyers gate on a Saturday.
