Frogner stretches from Majorstuen and Homansbyen down towards Frognerparken, and the changing tables are mostly in the dense part around Majorstuen. If you are heading for the park, Museumskafeen på Frogner and Anne på Landet by Hundejordet are the two cafés on the list there.
Bygdøy also belongs to Frogner. The Norwegian Museum of Cultural History has a changing table in one of its toilets, but it sits inside the ticketed area, so it only helps if you were going into the museum anyway.
